The Second Authority for Television and Radio has approved Israel’s Channel 13 transfer of ownership from billionaire Len Blavatnik, the channel’s controlling shareholder, to Wiz co-founders Assaf Rappaport and Yinon Costica through the Merit Spread Foundation, a philanthropic nonprofit registered in the United States and Israel.
